Public-Private Partnerships
The Minister for Training and Workforce Development requested the State Training Board to develop a policy framework and recommend best practice models for public-private partnerships. The Public-Private Partnership Report was tabled in State Parliament on 9 August 2011 and distributed to medium and large enterprises to promote the development of Public-Private Partnerships across all industry areas.
The report made five recommendations:
Recommendation 1 - Define a partnership hierarchy framework as a basis for implementing a more structured approach to industry partnerships.
- The State Training Board and the Department of Training and Workforce Development to undertake further work to refine and improve the partnership hierarchy model.
- Encourage public providers to continue to refine and improve services to industry so that the development and establishment of partnerships becomes a systemic rather than a personal response.
- Use the improved partnership hierarchy model to define public provider partnerships with industry and as a tool to collect improved information on the effectiveness and success of partnerships.
Recommendation 2 - The Department of Training and Workforce Development to be accountable for the identification, development and establishment of Level 4 partnerships in Western Australia.
- Develop policy to support the development of higher level, strategic partnership arrangements in Western Australia.
- Establish a mechanism linked to the State's workforce development planning process to identify strategic Level 4 industry partnership opportunities.
- Define the role and responsibilities of public training providers in the identification, notification and development of strategic Level 4 industry partnerships.
Recommendation 3 - Ensure that regional public providers, particularly Pilbara and Kimberley TAFE, are able to access the resources and expertise required to negotiate and establish Level 3 partnerships with large resource sector companies.
- Investigate the use of fly in - fly out lecturing and specialist business development staff at regional colleges in support of resource sector industry activity.
- Undertake further work on the development of an alternative model for the delivery of community development, professional and personal development training programs in resource sector specific areas such as the Pilbara and Kimberley in support of Level 3 partnerships.
Recommendation 4 - Establish a mechanism whereby large companies with broad and complex workforce skill requirements (such as those in the resource sector) are able to access training through a single institute gateway or portal.
- Establish 'gateway' or 'portal' processes whereby individual public training providers provide a single point of contact that accesses the services, skills and expertise available throughout the entire Western Australian public training system.
Recommendation 5 - Raise the profile of industry partnerships and improve the information and advice available from public training providers on partnership arrangements.
